Biosketch

DAVID E. GIBBS, PhD, ASA, MAAA, FCA, is a consulting actuary specializing in managed health care and health benefit systems and an Associate with the Health Economics Consulting Group, LLC. He has more than 25 years of broad experience with pricing, product development, provider contracting and claims cost modeling for both managed care and indemnity products. He has managed consulting projects for HCFA (now CMS) and State Insurance Departments and, on the other hand, managed carrier interactions with these same entities in the development of rate filings and actuarial reserve certifications. Working for health insurance carriers, he held the actuarial lead role in team efforts with legal staff to develop corporate commentary relative to State mandates. He has regularly managed actuarial analyses in healthcare merger and acquisition due diligence engagements. Dr. Gibbs’ experience is enhanced by well-honed communication skills, written and oral, and these complementary skills have been a vital element in his successful contributions to multi-disciplinary teams and in situations where nuanced influence was helpful. His experiences are diverse, including, for example, (1) managing an engagement with CMS converting Medical Malpractice Relative Value Units to a resource basis and updating the corresponding Geographic Practice Cost Indices; (2) managing underwriting and pricing for a newly developed commercial HMO product within a Blues organization; (3) managing all actuarial activities for a nationally marketed Medicare Supplement product, including rate filings, state experience reporting and insurance department interactions; and (4) directed all actuarial aspects of pricing, underwriting, product design and provider contracting for an HMO operating in 8 states.
